Board Item 6.03 - Wild Wings

I have very clear parameters that I would like to operate in on the Board of Supervisors. Item 6.03 for the agenda Tuesday is a good example.
This is an item about the Wild Wings area. The Board is given two choices. I am completely indifferent to which one we choose at this point.
So here is the thing. I would have expected to have a recommendation in the staff report that would have been discussed and helped to be formed by Supervisor Chamberlain. If we spend more than 5 minutes talking about this item then I will ask questions of all the different possibilities and make up my own mind. However, the item is in District 5, it only really concerns residents of District 5, and should be worked out by the District 5 Supervisor and his constituents.
If I have to ask all the questions and come up with the pros/cons of the best form of commission then I get to take whatever stance I want. It is highly likely that I would choose to give someone I trust like Mark Ullrich the ball and let him run with it.

Great Mom's Walk - Adam being Adam

Jenn works very hard on Mothers of PreSchoolers (MOPs) and Saturday was the Great Mom's Walk. So even though I was sore from paintball I went out and ran 5k pushing Adam in the jogger while Abbie rode her bike next to Jenn and me. Ugh.
After the run/crawl they had kid races at University Covenant Church in Davis. Abbie and Adam loved it.
Adam is really a funny one. He just likes being in the mix. This picture is a perfect representation of what Adam likes to do.
He is 2.5 years old. They were running a race for kids 3 and over. Adam wanted to run with older kids. What am I going to say? I let him run since he is not threat to anyone but himself. You can see him wearing a brown hat next to the tall kid on the left of the picture. Adam just kind of walked up into the crowd and got friendly. He was probably asking them if they had any beef jerky to share.
He gets last by like 100 yards but laughs the whole time. I love that kid.
This is a picture of him (wearing brown hat) at the turnaround point headed for home. You can't see his face but he is having a blast.
Ten minutes later they had a race for kids under 3. Adam got second place but was happier to run with the bigger kids.

So the other day I am headed out to West Yolo County and driving down Main Street. It was time to get a non-cafeinnated cold beverage so I swing into Carl's Jr.
There on the menu are all kinds of choices. Then I see it. A Kentucky Bourbon Burger. What is that? Looks tasty the lady says she will be right with me. I have time to read this thing and figure out if I want it.
Take a look at the lower left hand corner of the burger. It says "*0 PROOF".
No. You are kidding. I was planning on eating 45 of these things after dinner to see if I could get drunk. Great public safety on behalf of Carl's Jr. too. This is in a drive-thru so we would not want people eating a Kentucky Bourbon Burger and driving. Nice move.
What sort of stupidity requires them to put that on the board? I am guessing it is some sort of a FDA requirement that completely take common sense and tosses it out the window.
If any of your know someone that knows a Carl's Jr. owner I would love to have one of these posters.
What would we do without government?

I DVR SNL because I can't possibly be expected to stay up late enough on Saturdays to watch it live.
This skit with Will Ferrell is one of the funniest thing I have ever seen.
It was the part of the season finale last week.
I literally had tears rolling down my face on the Hampshire one. Then when Sean Connery chooses "Catch These Men" I could not breathe. When Connery came back with the pickle comment I had to press pause in fear of death.

Woodland City Councilman Bill Marble -- Cache Creek

Woodland City Councilman Bill Marble has been a real blessing in terms of Cache Creek flooding these past two years. He is now President of the WRA and is working as hard on this as anyone in the region.

Paintball -- Friday

Every other month my business goes into the hands of the "Fun Committee". We have gone horse back riding, skeet shooting, race car driving, done oreo stacking contests, shopped in SF, ..whatever. This Friday Meridian came to Yolo County.
We took 17 people to Zamora for Paintball.
This is something I have never done before. It was a blast.

As you can see from my sweatshirt I took some rounds. Each place you see yellow I have a bruise and/or welt.
Here were some things that really stand out to me ---
1) Those weapons are accurate. I was able to bring paint on target in about 3 shots each time. I also had no idea that basically the entire course was going to be in range of the weapon from the second the game started.
2) It was hot. Really hot on Friday. That wore us out fast.
3) Gloves were the best piece of equipment I brought.
4) At first I felt bad about drilling people with the paintballs -- then I got over it and fired away.
5) The most memorable part of the day was a game where my team of 7 had the downward side of a hill. We had dropped four of their players and were on the move. Then when a pair of us attempted to defend our flag we both ran out of compressed air. So as we were out numbering out opponents and on the move this unnamed staff person strolled right on up and took the flag -- all I could do was run toward him and hope to make something happen -- I got pummeled at close range and it hurt. Most of the paint you see on my shirt above is from that experience.

6) I learned we have some people in the office that will never surrender.
7) See welts below. This unnamed person is clearly hurting this morning. Those are the same kind I have on my leg and shoulder.
8) I think this would be a great thing for the Board of Supervisors to do or maybe just with Dave and Dotty.

Grandma is turning 100 - Adeline Lippoldt

For some reason I really don't like bringing my family into the business of county government. Sure, my family came with me to the swearing in and other ceremonial occasions. Once Jenn came to the county building for something with Adam and I had to be prodded by McGowan to introduce them. I just like keeping them out of it.
A huge exception for me will be this Tuesday. My grandmother in turning 100 years old on Friday.
She lives here in Woodland at the Californian and was an active volunteer at the Gibson Mansion and Woodland Memorial Hospital for more than 20 years.
So she is coming to the Board meeting on Tuesday with my Mom and I am giving her a resolution from the county to celebrate her 100th birthday. It will take 5 minutes at the start of the meeting -- but I think it is worth it.
In short -- Grandma rocks.
I completely recognize this is a personal thing for me. It also may not appear to be the highest priority for county government in difficult times but this woman means a great deal to me and I think she deserves the recognition.

Today I was the speaker for the Yolo County Vets Coalition at Monument Hill. For some reason I just was not on my game. This is the message that I wanted to get across.
On Memorial Day we can focus on the hundreds of thousands of lives that have been lost in battle for our country. It is a path that will not end in many great revelations except to shake our heads, say thank you, and pray that it does not have to happen again.
Personally, I don't spend a great deal of time trying to speak to our dead. It just does not seem like a productive use of time to me. But I think all of the men and women that have lost their lives would tell us something similar today if they were here. They would tell us "Don't waste it."
Those that lose their lives in battle are obviously not those that have lived to their life expectancy. They are always lives that are cut short by a blast, bullet or accident that robs them and their families of a future. No returning to college, no wedding, no hugs when you get off the plane or the ship, no graduation, no first steps, no holidays, no tender moments. Nothing. It all just ends.
So what is it that these people would most like to do know if they were here? They probably wouldn't be too worried about steroids in baseball or American Idol. They would hug their children, tell their spouse they love them, and do those things that are truly important.
When I met my bone marrow brother Russell Farruggia I met someone that had cheated death. He had a second chance and he did not waste it. He didn't give a rip about television. He cared about getting outside, feeling the sunshine, and trying new things. In his eyes it was clear he was doing things that he thought at one point were going to be taken from him. Russell died a few years later -- but he went out swinging. I admire that.
If you are a war veteran and were lucky enough to be in the vehicle that did not get caught in the ambush or if that bullet hit the guy next to you --- you owe it to the those that died to not waste the time you have here on earth. Take advantage of every second.
If you are someone that has never served -- same thing applies. These people died in service to our country. Don't waste thier sacrifice.
When we are done cleaning up here today I am going to get my kids up from their nap and spend some time with my family. Before dinner I will thank the Lord for giving me the joy to live today with Jenn, Abbie, and Adam. After the kids are sleeping or maybe before I will open a Corona and toast the memories of people like Petty Officer Robert, SSGT Arroyave, Cpl. Seamus Davey, and Airman Hector Gimenez.
Then I will tell Jenn that I love her and check on my kids one more time before I go to bed.
Semper Fidelis.
You owe it to the fallen not to waste your opportunity.

I am reading Hot, Flat, and Crowded by Thomas L. Friedman right now. I read all of his books.
Yesterday I finished reading the first 40 pages or so including some introductory material on CAFE standards. I felt the Bush administration was wrong on California air quality standards. Now President Obama is right in terms of taking those standards nationwide.
The automakers in this country need to get off their bums and get to work on this stuff. They have shown that they are unwilling to set goals like this themselves. So the federal government did it for them.
Presidents Clinton and Bush did not do a good job on this front at all.
In this policy area I agree with the President.

What is not helpful

Normally I like getting e-mails, calls, and visits about county issues. This is part of the job of being a Supervisor that I like the most. The people of Woodland call me to give me ideas, suggestions, and thoughts. Good deal.
On Tuesday the Board of Supervisors is going to have to make some tough decisions on indigent health care. There is not easy answer. No happy answer.
We are facing a $24 million hole and need to take some action.
Contacting me and telling me that I have a religious, moral, or ethical responsibility to vote for a plan that provides health care for all people of Yolo County is not helpful. It is not helpful at all. First, I don't agree. Second, that does not help solve the problem.
We need comments that are going to figure out how to close a budget gap. Comments we need are what to cut if not the program the person values.
From my point of view this Tuesday is about solving problems. Threats are not helpful.

A Status Report: Implementing AB 900’s Prison Construction and Rehabilitation Initiatives

In this policy brief, we examine the steps that the California Department of Corrections and Rehabilitation (CDCR) has taken to implement Chapter 7, Statutes of 2007 (AB 900, Solorio) which authorized a total of approximately $7.7 billion for a broad package of prison construction and rehabilitation initiatives in order to relieve the significant overcrowding problems facing state prisons.
Based on our review, we identify several issues that merit legislative consideration. For example, we note that the department’s construction cost estimates for the infill bed projects reflect an almost quadrupling of costs since the last state prison was built about seven years ago. Moreover, we find that the cost to operate the infill bed and reentry facilities and pay the annual debt service for the lease-revenue bonds to construct these facilities will be significant. Based on the department’s estimates, when fully implemented, the infill bed and reentry facilities could increase General Fund costs by $1.3 billion annually.

I have had my ballot sitting here next to my computer screen for the last 20 days. I had filled in three boxes so far.
Tonight I finished it.
I am voting No on Props 1A,1D, and 1E.
My rationale is this. I am willing to pay my taxes. Jenn and I pay lots of them. I also accept that government has a role -- although I would like it to be more limited. When the Legislature is so irresponsible to spend one time monies on long terms projects I don't feel the need to bail them out by paying more taxes.
I struggled with the thought that this was irresponsible. I acknowledge that argument. However, I really want to see state government reformed. That is not going to happen by passing these measures. The crisis we will face on May 20th will be what is needed to really change state government.
Today I had a policy mind that I trust say to me "I am sick of voting for bad budget policy." That pretty much sums up my views too.
Those are my votes. Now we will see what will happen. I voted for 1C and against all the rest.

Last meeting

Mike McGowan should be the chair of the Board of Supervisors. The guy runs a good meeting. Last week was a prime example. We had a number of hacked off people but McGowan ran a great meeting and kept everything rolling.
Here is the problem. We are going to have to put an astericks next to his name. Nothing has been proven yet and we are still doing an investigation but some people think he might have been using a performance enhancing drug.
So until the investigation is complete we will be referring to him as Supervisor Mike McGowan*.
Once Dr. Iser releases the results we will consider removing the notation.
They come in threes. Manny, McGowan.....Dotty? Dave? Duane? Art? Dino? Adam Lambert? Who is next?

The Company Picnic is booked

I have never done paintball. I have just never had the chance.
So we are bringing the company to Yolo County. This should be interesting.
Check out this company.
One night I was up with a sick kid and saw them doing this on ESPN2 at like 0330. The principles are very different from infantry patrols. These guys stack up and assault the target in a line. Dispersion means nothing to them.
This will be interesting. I will assume leap frog and flanking attacks work anywhere.
If we take someone hostage -- I may even waterboard them. Just for fun.

Climate Change and the Yolo County General Plan

I chair a group called the Climate Change Compact of Yolo County. We have been meeting for well over a year now discussing a host of issues that impact climate change in Yolo County.
Every city and most every school district in the county has been attending regularly to share ideas.
This past Friday we met at the Alumni Center at UC Davis for a meeting that I though was possibly our best. After we went around the room to update people on what each jurisdiction has done -- we had three presentations.
The first was from Jillian Rich of PMC with an update on stimulus funding.
The second presentation was from Clifford Rechtschaffen. He is a Special Assistant Attorney General. He talked about climate change and how it relates to land use planning. I have attached his power point here.
I am not joking when I say that this was probably the best presentation I have ever heard on the topic. This guy was good. I walked into the meeting with 50 questions. He answered 48 of them in his presentation. I may not agree with his rationale but he really was solid and had a great understanding of what was going on in this policy area.
He recognized the effort that has been put in place by the Yolo County General Plan team to address the climate change issue.
We did not have any press there - but now I wish we would have taped it.
The highlight of this part of the program was when Woodland Mayor Skip Davies prefaced his question with " I come from a practical community not a theoretical community." Somehow everyone knw exactly what he was talking about.
The final presentation was from Mitch Sears about the City of Davis and their "Low Carbon Diet" Program. You can learn more about that on the Davis website.

Parking in the big city

I have never felt that Woodland had a problem with the number of parking spots. The problem has been the allocation of the resource.
When you read the parking report from about four years ago and see that we have people in the downtown move their cars every hour instead of just parking for the entire day at College and Court it is jut maddening.

Health Care for Illegal Immigrants

Yolo County is one of about ten counties that provides indigent health services to undocumented residents.
There is a long history behind this that will likely come to an end in the next month or two. The reality is that the county can't afford it and now there is a reasonable chance that a majority of the board will take this action. I don't think this has ever been the case before.
Although my mind is open to any possible outcome, this is something that will need to be done. It would be hard to convince me that any other path is appropriate.
Here is the thing. I understand how and why the county needs to eliminate these services for all kinds of reasons. However, I still believe that this will end up costing taxpayers/health care premium payers/and emergency room users more than the county is currently paying.
This is what I think will happen. Instead of people going to the county on a Tuesday with a cut on the arm that needs some simple first aid that even some lame first aid provider like me could do the same person will show up on Saturday in the emergency room with a raging infection that will require the emergency room staff to apply observation and treatment that will cost 75 times what the visit on Tuesday would cost.
No problem you might say. The taxpayers don't have to pay for it -- all is good. Not really.
Federal law requires emergency rooms in hospitals to treat anyone that walks in the door with a real emergency. These people will get treated to the point they can leave. This person can't pay the county on Tuesday for the first aid. Do you think they are going to pay the hospital for the treatment, x-ray, and antibiotics they get on Saturday? Not a chance. Instead of paying $100 for visit on Tuesday the hospital bill on Saturday that will be left unpaid will be many times higher.
What will happen is that the hospital will raise their rates a little higher so that my health insurance premiums go up a little more. Further, when Jenn cuts her hand or Adam has an intensely high fever so I take them to the emergency room at Woodland Memorial I will be waiting for an extra two hours to be seen because ten people in front of me that should have been treated on Tuesday are not in front of me in line on Saturday.
Some of you are going to be cheering the new policy of not providing services to illegal immigrants. I get that. I understand it. I just don't agree with all of it.
What I think is not being understood by all of you that have been e-mailing me encouraging this outcome is that we are all still going to pay for this treatment at a more critical stage. The current legal system mandates that care when it is most expensive.
It is my belief that we will actually pay more in the long run for the care of these people than the county pays right now. This decision is not the end result that many of you desire.

Open Letter to Government Leaders
California governments at every level are currently faced with great financial challenges. The depth of this recent economic downturn was probably not completely predictable, but most financial analysts expected some level of recession. Government leaders are now asserting that increased taxes are absolutely necessary to be able to continue some reasonable level of government services. And even with increased taxes, they declare there will need to be layoffs. I disagree. I strongly believe that layoffs add to our economic problems, do little to reduce the tax burden overall, and should, therefore, be an absolute last resort. Is there a more productive alternative?
The single largest government cost category is personnel. Having spent over 41 years in government, however, I’m convinced that our elected representatives are conveniently ignoring that California government employees at every level receive far too generous compensation (salary and benefits), but primarily benefits. No other group of employees, including our military, receives anything close to the retirement, vacation, sick leave benefits provided to our state, county and city employees. The cost of these benefits has increased over the last twenty years from an average of 15-25% of salaries to 75-85% of salaries, a clear indication of the unrestrained “generosity” of government leaders and the power of public employee unions. The main issue is that the increase in benefit costs has greatly exceeded the salary costs, even though salaries have kept pace with or exceeded the rate of inflation.
The reasons for these increases are many, but the bottom line is that there is little if any incentive to restrain benefits, because those negotiating for management (usually HR and administrative management) almost always receive the same or higher increases that they eventually recommend to their Boards or Councils. As Governor Schwarzenegger quickly learned when he came into office, few elected officials are willing to take on the power of the public employee unions, especially those representing “public safety” employees.
I believe it is time to bring “reasonableness” back to government employee compensation. I also believe that if we don’t achieve greater constraint, we are likely to “break the bank.” Others have proposed more stringent limitations, but as a start I suggest the following: “At risk” public safety employees should be limited to a maximum retirement benefit of “2.5% at 50” versus the typical current “3% at 50.” All others government employees should be limited to a maximum retirement of “2.0% at 55.” Cost of the retirement package should be shared equally between employer and employee. And all employees should participate in social security.
For those who perceive this letter as a condemnation of public employees, I assure you it isn’t. As noted above, I was one of those folks. It is, however, time for the pendulum to swing back towards sensible compensation before the system completely disintegrates.

Prop 1C - Yes

I have decided to support Prop 1C. This is basically borrowing the future lottery proceeds.
Personally, I would like the state to get out of the gambling business all together. For all the people that talk about regressive taxes I never hear them say squat about the lottery that takes more from the lowest income working people in our society and give it to "schools". It does not give the schools much at all.
I will be voting in favor of 1C.

The ballot propositions - 1B

I am also not voting for Prop 1B. This is nothing more than borrow now to pay later.
Fiscally disciplined people would have saved earlier to have money later.
This is a borrowing of $9.3 Billion that will be paid back over 5-6 budget years and change the formula to lock down even more money for education in the future. If you don't like ballot box budgeting -- then don't vote for this.
No on 1B.

I am voting NO on Prop F. I have filled out only one box on my ballot for the special election.
Many of you will think this is crazy. I'm not voting for this because I don't think Republican State Senator Abel Maldonado should be rewarded with a non-budget proposal being part of his vote on the state budget.
If Maldonado wanted to sell his vote on the budget he should have asked for something budget related.
I am not voting for this measure.
Still have to decide on the other five. Thinking.....

The Daily Show - torture

I don't miss an episode of the Daily Show. I have my DVR set to record them and usually watch them a couple at a time. Jon Stewart is probably one of the best people on television in terms of discussing books, entertaining the audience, and asking key questions.
In fact, I actually think he should be the host of a Sunday morning news show. He asks better questions and has more courage than David Gregory could ever hope for.
The conversation on torture was better presented on The Daily Show than any other show on television.
I encourage you to watch these episodes with Cliff May. The unedited versions are a very good presentation of the issue. Try watching all three.

Recently one of you wrote to me complaining that I don't think all items on the agenda are important. You are right -- I don not think all items on the agenda are equally important. That is just true.
The Board of Supervisors will be proclaiming quite a large number of things on Tuesday. May is Bike Month, Watershed Awareness Month, Teen Pregnancy Awareness Month, Foster Care Month, Ntional Nurses Week, Elder and Dependent Adult Abuse Awareness Month, and Older Americans Month. Seems like a lot to proclaim.
I plan on bringing up the issue of an ethics code for advisory boards with item 4.01.
We will get an update on H1N1 Influenza. I have several questions because this thing seems to be getting hyped a little too much right now for me.
We are going to talk about re-entry with Item 4.03.
In the afternoon we will discuss the bridges in Yolo County. We have a bunch.

County Budget: Getting worse

Over the past couple weeks the county budget has been more of an immediate concern for people. It should have been obvious for everyone about six months ago...but that is the way it works.
The county general fund will need to be reduced by 36% over last year. Every program is going to see reductions.
I have heard from lots of people lately supporting the following programs --
health care for undocumented (3)
YCHIP program (4)
trapper (5)
victim services (1)
judicial benefits (1)
This budget is not going to be pretty at all. If you think you can actually see a program of any kind go untouched in this process -- you are not quite grasping the idea of 36%.
